Description
Beginning January 1, 2021, most appeals of county court decisions in Florida will be heard in district courts of appeal. That’s a change from where most are heard now, in circuit court. Do you know what you need to do now to be ready for this change? What happens to appeals already pending before a circuit court? What will you need to do for appeals noticed after the new year? This Lunch & Learn will provide details and instructions for navigating this change. Faculty who have been involved in preparing and implementing procedures for the new law will guide you through the new requirements.

Mary Elizabeth (Mary Beth) Kuenzel
Clerk of the Court @ Second District Court of Appeal
Mary Elizabeth (Mary Beth) Kuenzel is Clerk of the Court for the Second District Court of Appeal. She began serving as the Clerk on October 7, 2015. Mary Beth is a native Floridian and earned her B.A. degree from Florida State University and her J.D. degree from Stetson University College of Law. Ms. Kuenzel joined the Second District Court of Appeal in 1993 and since that time has served as a staff attorney for three different judges at the court: the Honorable John Blue, the Honorable Carolyn Fulmer, and the Honorable Stevan Northcutt. She is a member of the National Conference of Appellate Court Clerks.
Tom Hall
Of Counsel @ Bishop & Mills
Tom Hall is Of Counsel with Bishop & Mills, based in the firm’s Tallahassee office, although he now works almost exclusively from his home office in Babcock Ranch, Florida. He practices appellate law exclusively and has appeared in all six of Florida’s appellate courts. Before returning to private practice Tom was Clerk of Court of the Florida Supreme Court for 13 years and Chief Staff Attorney at the First District Court of Appeal for 10 years. Tom is a member of the Rules of Judicial Administration Committee and the Appellate Court Rules Committee (ACRC) of The Florida Bar. He is the immediate past chair of ACRC. Tom is also president of TLH Consulting Group, LLC. and consults with entities doing business with Florida’s Court system.
Carolyn M. Weber
Portal Program Manager @Florida Court Clerks and Comptrollers (FCCC)
Carolyn M. Weber is Portal Program Manager for the Florida Court Clerks and Comptrollers (FCCC). She has worked with the Courts and Clerks both Federal and State for 37 years in a variety of roles. She was instrumental in the design and implementation of the Federal Court’s eFiling application CM/ECF. She joined the Florida Court Clerks and Comptrollers [FCCC] organization in November 2012 as the Portal Program Manager and has helped in the design and implementation of the Florida Courts E-Filing Portal. Carolyn has her MBA in Computer Information Systems.
